§ 9-81. Sign contractor's license.

  • Sign contractors shall be licensed. No person shall perform any work or service for any person or for any government entity for compensation, in or in connection with the erection, construction, enlargement, alteration, repair, moving, improvement, maintenance, conversion or manufacture of any sign in the city, or any work or service in connection with causing any such work to be done unless such person is a registered sign contractor within the city. Individuals performing any of the above for their own business or on their own property and not for compensation will be exempt from this section. Placement of a portable or temporary sign shall not constitute a sign contractor.

    (1)

    The building official is hereby granted the authority to recommend to the building code board of adjustment and appeals that a sign contractor's license be suspended or revoked if: (1) the license was issued in error, or (2) the license was incorrect, or (3) the contractor has failed to comply with the ordinances and regulations of the city relating to the work for which the license was issued.

    (2)

    No license may be revoked or suspended until after a hearing is held by the building code board of adjustment and appeals. The contractor shall be mailed notice of the date, time, and place of the hearing at least ten (10) days in advance. The notice shall also state the exact ordinances or regulations the contractor is alleged to have violated or in what way the information stated on the application was incorrect. The contractor may appear at the hearing, may be represented by counsel, may question witnesses, and may present testimony if he wishes.

    After the hearing by board of adjustment and appeals, the building official may suspend the license for any period of time up to six (6) months. After the decision is rendered the contractor may petition for reinstatement of the license following the six-month period after revocation or suspension of such license.

    (4)

    The license fee for a sign contractor shall be one hundred dollars ($100.00). The contractor license (certificate of competency) may be renewed from year to year upon payment of the license fee listed above, without reexamination, provided that proof of insurance is provided.
