§ 9-26. Finding of necessity.
Whereas the mayor and city council have examined into the condition of the city and considered their findings, and do now find and determine that one (1) or more slum or blighted areas exist in the city; and whereas the mayor and city council do further find and determine that the rehabilitation, conservation, redevelopment, or a combination thereof, of such area is necessary in the interest of the public health, safety, morals, or welfare of the residents of the city; the provisions of this article are enacted.
