§ 4-141. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Ashes shall include the waste products of coal and other fuel used for heating and cooking from all public and private establishments and from all residences.

    Containers shall mean locally approved metal, heavy-duty paper or plastic receptacles used for the disposal and storage of solid waste.

    Garbage shall include all putrescible wastes, except sewage and body wastes, including vegetable and animal offal and carcasses of dead animals, but excluding recognized industrial byproducts, and shall include all refuse or accumulation of animal, fruit or vegetable matter, liquid or otherwise that attends the preparation, use, cooking, consumption, merchandising or storing of meat, fish, fowl, fruits or vegetables.

    Litter shall mean any quantity of uncontainerized paper, metal, plastic, glass or miscellaneous solid waste which may be classed as trash, debris, rubbish, refuse, garbage or junk.

    Private property shall mean, but not be limited to, the following exterior locations owned by private individuals, firms, corporations, institutions or organizations: yards, grounds, driveways, entranceways, passageways, parking areas, working areas, storage areas, vacant lots and recreation facilities.

    Public property shall include, but not be limited to, the following exterior locations: streets, street medians, roads, road medians, catch basins, sidewalks, strips between streets and sidewalks, lanes, alleys, public rights-of-way, public parking lots, school grounds, municipal housing project grounds, municipal vacant lots, parks, beaches, playgrounds, other publicly-owned recreation facilities, and municipal waterways and bodies of water.

    Refuse shall include garbage, rubbish, ashes and other putrescible and nonputrescible wastes except sewage, from all residences.

    Trash shall include all nonputrescible waste, including grass and leaves, from all public and private establishments and from all residences.
