§ 4-83. Buildings to be sanitary, prevent ingress or harboring of rats.

Any firm owning, occupying or controlling any building, house or residence in the city, shall place the same in a sanitary condition and maintain the roof, walls, floors and ceiling in a proper state of repair to prevent the ingress or harboring of rats.
