§ 3.6. STREETSCAPE REQUIREMENTS

  • 3.6.1  General

    a.

    Thoroughfares are intended for use by vehicular and pedestrian traffic and to provide access to lots and open spaces.

    b.

    Thoroughfares consist of vehicular lanes and Public Frontages (Table 16A). The lanes provide traffic and parking capacity, and include a variety of widths for parked and for moving vehicles. The Frontages contribute to the character of the Transect Zone. They include the Types of sidewalk, curbing, planter, and street tree.

    c.

    Thoroughfares should be designed in context with the urban forms and desired design speeds of the Transect Zones through which they pass. Thoroughfares that pass from one Transect Zone to another shall adjust their Public Frontages accordingly or, alternatively, the Transect Zone may follow the alignment of the Thoroughfare to the depth of one lot, retaining a single Public Frontage throughout its trajectory.

    d.

    Within the more rural Zones T1 and T2, pedestrian comfort shall be a secondary consideration of the Thoroughfare. Design speeds may be higher than in denser Zones, and design conflict between vehicular and pedestrian movement shall be generally decided in favor of vehicular mobility.

    e.

    Within the more urban Transect Zones (T4 through T6) pedestrian comfort shall be a primary consideration of the Thoroughfare. Design speeds shall be lower, and design conflict between vehicular and pedestrian movement shall be decided in favor of the pedestrian. Traffic calming features including, but not limited to, curb extensions, traffic circles, and medians should be used to encourage slower traffic speeds and provide for pedestrian safety and comfort.

    f.

    Sidewalks and other public space in Transect Zones T5 and T6 shall be designed using street trees, awnings, and other shade-generating devices to provide as nearly continuous shade cover to pedestrians as possible along Primary Grid streets.

    3.6.2  Thoroughfares

    a.

    The standards for vehicular lanes shall be as shown in Table 3.

    b.

    The Thoroughfare network shall be designed to define blocks not exceeding the size prescribed in Table 14E. The size shall be measured as the sum of lot Frontage Lines.

    c.

    All Thoroughfares shall terminate at other Thoroughfares, forming a network. Internal Thoroughfares shall connect wherever possible to those on adjacent sites. Cul-de-sacs shall be permitted only when necessitated by natural site conditions and when a fully connected Thoroughfare plan is impossible; approval by Warrant shall be required for certification of such necessity. In no case shall a street segment ending in a cul-de-sac have a length greater than 250 feet. Thoroughfares may terminate in stub streets when such streets act as connections to future phases of the development.

    d.

    Lots shall Enfront a vehicular Thoroughfare, except that 20% of the lots within each Transect Zone may Enfront a pedestrian passage. This fraction may be increased to up to 50% by Warrant.

    e.

    Thoroughfares along a designated Secondary Grid (Section 3.8.1a) may be exempted from the specified Frontage requirements.

    f.

    A bicycle network consisting of Trails, Routes and Lanes should be provided throughout as defined in Article 7 Definitions of Terms and allocated in Table 14E. The community bicycle network should be connected to existing or proposed Sector networks wherever possible.

    g.

    Mid-block pedestrian and bicycle paths shall be incorporated in the most pedestrian-intensive areas in conjunction with Service Lanes and Service Alleys to keep pedestrian-route block face lengths to 400 feet or less.

    h.

    Metered Curb Parking shall be provided wherever possible in T4+, T5, and T6 Zones.

    i.

    Designated Taxi Stands shall be provided within RCDs.

    j.

    Service Lanes and Alleys shall be paved to Driveway standards using pervious materials of a kind readily distinguished from the materials used to pave other Thoroughfares.

    3.6.3  Public Frontages

    a.

    Public Frontages shall be designed as shown in Table 4 and allocated within Transect Zones of New Communities as specified in Table 14E.

    b.

    Within the Public Frontages, the prescribed Types of street trees and landscaping shall be as shown in Tables 4 and 6. The spacing may be adjusted by Warrant to accommodate specific site conditions.

    c.

    Within the Public Frontages, streetlights shall utilize Luminaires which are Fully Shielded or Nearly Fully Shielded, and shall be of a general type illustrated in Table 5. Streetlights shall be employed on both sides of streets in Transect Zones 4, 5, and 6.

    e.

    Utilities shall be routed underground, or via Rear Alleys, Rear Lanes, Service Lanes, and Secondary Grid Roads where available. Above-ground utilities shall not be routed along Primary Grid Roads except by Warrant.

    3.6.4  Specific to Special Districts

    The standards for Thoroughfares and Public Frontages within Special Districts shall be determined by Warrant.
